OECD publishes Guide to Risk Management in Public Procurement in Tunisia

TAP) - The Organisation for Economic Co-operation and Development (OECD) has just published a Guide to Risk Management in Public Procurement in Tunisia, which it has drawn up with the High Authority for Public Procurement (HAICOP).

The guide underlines that 'public procurement represents 14% of Tunisia's GDP and contributes to the achievement of the public action's key goals, such as environment protection, innovation, development of small and medium-sized enterprises (SMEs) and the enterprises' responsible conduct.

'In this vein and given the amounts at play, the public buyers are facing numerous challenges, namely competition, freedom of access to public procurement, equal access to public procurement and transparency and integrity of the procedures. Public procurement is a high-risk field given the considerable amounts of money involved and the multiplicity of players, including the close interaction between the public and private sectors.'

The guide provides all stakeholders in the public procurement risk management process with 'a formalised and coherent approach to the activities inherent in the process.'
